On August 19, Zhongke Minsheng Group and Gansu Wuwei Cancer Hospital formally signed a Strategic Framework Agreement. The partnership, which has received strong attention from the municipal Party committee and government, is built around the core resource of heavy ion therapy and focuses on the integrated development of the full medical‑wellness‑elderly care chain. This marks a critical step forward in the technological translation, medical‑wellness industry upgrading, and international development of China's first domestically produced heavy ion system.
The signing ceremony was presided over by Qiu Jinjun, Party Secretary of Gansu Wuwei Cancer Hospital. Zhongke Minsheng Group has a strong presence in diversified sectors including healthcare, wellness and cultural tourism town development, and industrial investment and financing. With substantial capital strength and a broad industrial footprint, the group has developed mature operational models and extensive practical experience in the development and management of wellness complexes, the integration of medical, wellness, cultural, and tourism services, and the creation of distinctive wellness towns, with notable industry influence.
Gansu Wuwei Cancer Hospital is the first clinical application base in China for heavy ion therapy with independent intellectual property rights. Officially launched in March 2020, it has completed heavy ion therapy for over 3,000 domestic and international patients. In November 2024, the hospital took over the management of the Lanzhou Heavy Ion Center, establishing an integrated dual‑center framework with Wuwei and Lanzhou as two hubs. As China's first specialized wellness base centered on heavy ion technology, the Heavy Ion Health and Wellness Town covers a total area of 2,865 mu (approximately 191 hectares) with a planned construction area of 338,000 square meters. Leveraging heavy ion technology, the town has developed a comprehensive wellness service matrix integrating heavy ion therapy, rehabilitation, health check‑ups, cultural tourism, and recuperative care for employees. The town is currently advancing the creation of a national 4A‑level tourist attraction. Equipped with China's first domestically produced heavy ion therapy system, the town seamlessly integrates cutting‑edge medical technology with accessible wellness services. It has innovatively established a "three‑carriage" service model characterized by "10‑S" physical and mental sleep therapy, personalized health check‑ups, and comprehensive whole‑life‑cycle wellness management — forming a multi‑dimensional health defense system for the public.

In terms of functional layout, the town has established a "five‑in‑one" wellness system integrating medical care, wellness, culture, tourism, and research. It features distinctive functional zones including a Traditional Chinese and Tibetan Medicine Wellness and Health Check‑up Center, a Physical and Mental Sleep Center, the Dongli Pastoral Therapy Area, and a Folk Culture Exhibition Hall. In parallel, the town is advancing the development of a cell therapy center to provide cell storage and treatment services. During the ceremony, Chairman Fang Yue stated that the group would connect with overseas institutions to build an international platform, establish an international research‑oriented hospital, develop a comprehensive whole‑life‑cycle health service system for cancer care, and form a dedicated team to advance academic exchanges, forum hosting, and high‑level expert research collaboration. President Ye Yancheng of Gansu Wuwei Cancer Hospital delivered a special report titled Introduction to China's First Heavy Ion System and the Wellness Industry, providing a detailed overview of the construction and operation of the Heavy Ion Therapy Center, research‑based treatment for benign and malignant diseases, precision therapy research and innovation, the development of the Heavy Ion Wellness Town, and the three‑carriage wellness service model. President Ji Baomin noted that the partnership has entered a substantive implementation phase. The hospital has a solid hardware foundation and clinical trial capabilities; it is now necessary to strengthen software capacity, reinforce research development, prioritize clinical‑driven wellness development, and align with high‑quality medical resources to empower the project. Vice President Jiang Yinhua expressed congratulations on the signing and stated that the next step would be to actively connect medical, cultural, and tourism resources to support the project. General Manager Huang Zhenwei introduced the group's Weihai project, noting potential synergies, and expressed anticipation for the collaboration's implementation. Deputy Director Liu Jing welcomed the delegation and expressed hope that the complementary strengths of the hospital and the enterprise would facilitate project realization, with the health commission providing full service support.
