Welcoming "Experience Officers" in Pursuit of Excellence

—— Gansu Wuwei Cancer Hospital Publicly Appoints Ethical Practice Supervisors for Hands-on Social Oversight

To establish unimpeded public oversight channels, address pain points in medical services, and promote long-term improvement in medical ethics and conduct, Gansu Wuwei Cancer Hospital has invited members of the public to serve as "Experience Officers" for social supervision of medical quality and professional ethics. Drawing on third-party professional perspectives, these officers conduct in-depth evaluations to identify blind spots in internal assessments—covering diagnostic techniques, service processes, and medical ethics—thereby enhancing patient experiences, improving service standards, and fostering harmonious doctor-patient relationships. This initiative injects supervisory momentum into the hospital's high-quality development while advancing its public welfare mission.

1. Experience Officer Responsibilities

(1) Immersive participation in all patient care processes—including registration, waiting, consultation, examinations, treatment, medication collection, and hospitalization—to observe and document firsthand the actual conditions of medical expertise, service attitude, work efficiency, environmental facilities, and other aspects.

(2) Extensively gather opinions and suggestions from the public and various sectors regarding the hospital’s professional conduct, medical quality, and service standards. Systematically compile and analyze the collected feedback, then promptly and accurately report identified issues to the hospital.

(3) Based on personal experience and gathered insights, propose targeted and actionable recommendations for the hospital’s development planning, service models, and process optimization.

(4) Monitor and track the implementation and effectiveness of corrective measures taken by the hospital in response to feedback, while promptly reporting any new issues identified during the rectification process.

2. Experience Officer Rights

(1) Have the right to submit rational suggestions to the hospital in written or oral form regarding deficiencies or areas needing improvement in its management development, medical quality, medical ethics and conduct, and service quality. The hospital shall carefully consider and respond to such suggestions.

(2) Have the right to be informed of the progress and outcomes of the hospital's handling of reported issues. The hospital shall establish a corresponding information feedback mechanism to promptly update the Experience Officers on relevant developments.

3. Experience Officer Allowance Standards

① Outpatient Experience Officer: a living and transportation allowance of 500 yuan will be provided;  

② Inpatient Experience Officer: a living and transportation allowance of 2000 yuan will be provided.

4. Experience Officer Selection Criteria

An open invitation for Medical Quality and Ethics Social Supervisors is being extended to the general public, with plans to select 20 outpatient experience officers and 10 inpatient experience officers. Priority will be given to candidates who meet the following criteria:

① Possess basic medical knowledge and demonstrate genuine interest in and concern for hospital development;

② Exhibit strong communication skills and analytical abilities, with the capacity to clearly and accurately identify issues and articulate observations;

③ Demonstrate a high sense of responsibility and integrity, ensuring objective and impartial performance of duties;

④ Have sufficient availability to commit to the required time for participation in experience-based supervision activities.
